The Chief Minister's Punjab Development Program is one of the government’s flagship initiatives, aiming to improve the sewerage and storm water drainage infrastructure across Punjab’s major urban areas. The project is being executed under a specialized Program Management Unit (PMU) based in Lahore.
To ensure smooth project execution, the PMU is hiring a Manager (Procurement) to manage all procurement-related activities – from vendor selection and bidding to compliance with public procurement rules and transparent purchasing.

As Manager (Procurement), your job is to ensure that all purchases made under the project follow the rules, are fair, cost-effective, and documented properly. You will be handling everything from small equipment purchases to large-scale contractor agreements.
This is a mid to senior-level role that requires a sharp understanding of PPRA rules, government tendering processes, and contract negotiations.
As Manager (Procurement), you will:
Prepare annual and project-specific procurement plans
Identify what goods, services, or works are needed for the project
Set timelines and budgets for each purchase
Prepare tender documents, bid evaluation criteria, and advertisements
Ensure fair and transparent bidding according to Punjab Procurement Regulatory Authority (PPRA) rules
Organize pre-bid meetings, answer bidder queries, and supervise bid openings
Maintain a list of pre-qualified vendors and suppliers
Evaluate supplier performance regularly
Negotiate contracts and ensure vendors deliver on time and within budget
Maintain complete records of procurement activities, from bidding to final delivery
Draft procurement progress reports for submission to PMU leadership
Coordinate with auditors during any inspection or review
Ensure all purchases are made in compliance with PPRA and project guidelines
Identify and mitigate procurement risks, including conflicts of interest or overpricing
Provide guidance to technical teams and field units on proper procurement protocols
